When you are VIP ranked or higher then you can see more sections on the forum that normal people can't.
How becoming VIP and higher:

VIP: 60 posts (min.60 posts: Pure posts no Spam!)
Special VIP: 120 posts
Moderator: Work hard for the site, Vote everyday, Be active everyday and had reached (special) VIP rank.
Special Moderator: Very Active member, being 2 months Moderator, always followed the rules!
